LOW WATER SURCHARGE (LWS) ADJUSTMENT - MANAUS 2026
ONE Customer,
We continue to monitor the hydrological conditions of the Amazon Basin on a daily basis through official data provided by institutions such as the National Water and Basic Sanitation Agency (ANA), the Geological Survey of Brazil (SGB), and the Port of Manaus.
In our communication dated August 14, 2026, we indicated that the Low Water Surcharge (LWS) parameters could be adjusted should the situation deteriorate and require extraordinary logistical measures, such as the use of the floating pier in Itacoatiara. Currently, forecasts confirm that the adoption of such measures will be unavoidable to ensure cargo safety and the continuity of our services.
This likely scenario will generate additional costs exceeding those initially anticipated, resulting from the following extraordinary measures:
- Reduction in container transportation capacity due to operational restrictions at the floating pier;
- Use of the floating pier, additional container handling, berthing, storage, and transfer operations;
- Transportation of containers by barge;
- Calls at alternative ports;
- Deployment of additional vessels to the service;
- Other administrative and operational resources required to ensure the execution of maritime transportation.
Therefore, we will adjust the LWS amount for the 2026 cycle as indicated below:
Adjusted LWS Application Conditions
- Effective Date: The surcharge will apply from the dates indicated below (based on the proforma ETD of the first port of loading or, for routes regulated by the FMC, the date of cargo receipt), provided that the water level of the Rio Negro reaches 17.70 meters or below:
- Imports from all origins to Manaus: October 1, 2026
- Exports from Manaus to all destinations: October 10, 2026
- LWS Amount: USD 4,592 per container (all types)
The amount will be subject to future adjustments in the event of changes to the additional costs, upon prior notice.
- Services Subject to the LWS: The surcharge applies to services to and from Manaus, including the Caribbean Express 1 (CX1) service, as well as all other Ocean Network Express services connected to it.
- Payment Terms: ONE establishes “Collect” as the standard payment term for shipments destined for Manaus (imports) and “Prepaid” for shipments originating in Manaus (exports), with the aim of aligning the payment method with the anticipated hydrological restrictions. Should the customer opt for a different payment term, the applicable charge may be subject to review, adjustment, or dispute, depending on whether the conditions described in this communication materialize, in accordance with the terms and limitations of applicable legislation.
These conditions may be reviewed, adjusted, or cancelled should the hydrological scenario impose new limitations or if the anticipated restrictions do not materialize. In all cases, any changes will comply with applicable legislation.
This communication does not replace the notice issued on August 14, 2026. The LWS amount stated herein is temporary and non-cumulative. Once the amount stated herein is revoked, the terms of the previous communication will automatically come back into effect until the Rio Negro reaches a level above 17.70 meters.
