ONE BRAZIL IMPORTANT NOTICE: MANDATORY 8-DIGIT HS CODE (NCM) FOR BRAZIL CARGO

ONE Customer, 

We would like to inform you of a regulatory and operational requirement from Brazilian Customs (Receita Federal do Brasil – RFB) for all cargo bound for or in transit through the country. To ensure compliance with customs regulations and terminal systems, a full 8-digit HS Code (NCM) is mandatory. 

CRITICAL NOTICE ON ITT (Inter-Terminal Transfer):

  • This requirement applies to all Brazil-bound shipments, regardless of whether an ITT is planned at origin.
  • In regular operations and contingencies, an ITT is mandatory at any point while the cargo is in transit or passing through Brazil.
  • Without the full 8-digit HS code, customs systems will immediately block any required ITT movement.

Operational Requirements:

  • Full 8 Digits Mandatory: Generic or partial codes (2, 4, or 6 digits) will not be accepted by customs or terminal systems.
  • Documentation (SI & BLs): Ensure the complete 8-digit HS Code is accurately provided in the Shipping Instructions (SI) and reflected on all Master and House Bills of Lading.
  • Multiple Commodities (LCL / Multi-item FCL): All corresponding 8-digit HS Codes must be explicitly declared for every item in the container.

Impact & Risks of Non-Compliance:

  • Inability to perform operational or emergency ITT movements between Brazilian terminals.
  • Rejection of customs manifests.
  • Customs holds, vessel/terminal delays, and accrued storage or demurrage charges at the port of discharge/transshipment.

Action Required: Please review your documentation procedures to ensure that your shipping teams and vendors submit the full 8-digit HS Code prior to the document cut-off for all shipments destined for or transiting through Brazil.
