Import control system 2 (ICS2) 2024 – Self-filers
Dear valued ONE customer,
ONE began ICS2 ENS submissions from October 2024.
As per our previous customer advisory dated 3rd September 2024, ONE has already started collecting the mandatory additional data elements supplied from customers in the shipping instructions.
Self-Filing Option for House Bill of ladings (HBL) will become available from 4th of December and compulsory from 1st April 2025. Customers who prefer to file their own declarations need to apply for an EORI number to register with EU customs as a Self-Filer and should request a deployment date (between 4th December and 1st April) from the National Customs Authority of the Member State in which they are based.
Any EORI numbers submitted as a Supplementary Declarant without this deployment date confirmed will result in ONE receiving rejections back from Customs.
What are the submission timelines for ICS2 ENS HBL filing?
All HBL data must be submitted no less than 24 hours prior to cargo loading on a vessel at the origin port. To prevent delays or cancellation of your shipments, it is crucial that we receive all necessary shipping information by the specified deadline. Missing or inaccurate instructions may hinder our ability to complete customs formalities on time, which would prevent us from receiving a valid MRN (Movement Reference Number) and notification of Risk Assessment Completion from EU Customs, which would result in a delay or cancellation of the loading process.
What are the data elements required by ONE to enable the mandatory master bill filing for F12/13?
- Method Of Payment
- Six-digit HS code for each cargo item plus complete and accurate cargo description
- The Economic Operators Registration and Identification (EORI) number of the consignee established in the EU (if such a number was assigned to this party) and the full address of the consignee, including the P.O. box number, postal code sub-division code, city, and country
- EORI of the supplementary declarant (self-filer) of House B/L with a deployment date for self-filling requested with their EU authority
How should stakeholders prepare for ICS2 ENS HBL filing?
Freight Forwarders and NVOCCs should become familiar with the requirements of the new legislation, update IT systems and set up an interface with the Shared Trader Interface (STI) either via a service provider or directly with the EU.
It is important that beneficial cargo owners are also prepared to comply with the new regulation and that their data is accurate, including securing and distributing their EORI number to the relevant parties.
